National refers to your whole country..the one I am currently in is the United States. Local refers basically to the town you live in…and could be stretched to include your county or almost your state

Don’t worry, there’s still a very sizable force of US military personnel within the US still (including the National Guard). Defense of the homeland is still an essential aspect of US grand strategy.
